The Prisons Service and Judicial Guard of the Czech Republic
An armed component of the Ministry of Justice of the Czech Republic is the Prison Service and Judicial Guard that is governed by Act No. 555/1992 Collection of Laws, Prison and Judicial Guards of the Czech Republic, as amended. The enforcement measures are set out in Section 17 of the Act. Restrictions and obligations follow in Sections §19-20.
Customs administration of the Czech Rupublic
Under the Ministry of Finance of the Czech Republic, as governed by Act No. 17/2012 Collection of Laws, Act on Customs Administration of the Czech Republic, as amended.
Inspection Authority
General Inspectorate of Security Corps
Pursuant to Act No. 341/2011 Collection of Laws, General Inspectorate of Security Corps and on Amendments to Related Acts of 6 November 2011, a new state detection and investigation body investigates crimes committed by members of the police, customs, prison service and inspection (GIBS) of the Czech Republic. It is founded on the basis of the previous inspection bodies of the Ministry of the Interior for the investigation of unlawful conduct of members of the Czech police. Currently, inspections are carried out in collaboration with the various departments of the security forces to:

detect and verify that a crime has been committed

investigate offences

perform a reliability test

monitor and evaluate information concerning illegal activities

issue methodological recommendations concerning the use of coercive means.
The main focus of inspections is placed on the investigation of extraordinary events in which a weapon is used or a crime has been committed.
Internal Control Department of the Police President of the Czech Republic
The Internal Control Department focuses on the monitoring and control of the performance of members of the Czech police. Up to 2012, it was divided into two components:
Department of Internal Control and Inspection of the Ministry of the Interior (today GIBS). If a crime is committed by the use of coercive means, the case is passed to the Inspection (GIBS). In other cases it is dealt with within the competencies of the Internal Control Department.
Responsibility for internal activities
The Department of Internal Affairs, Division 50, is a department responsible for inspection at the Customs Administration. It has supervisory duties similar to those of the Internal Control Department at the Czech police. If coercive means have been used and the person who was the subject of this action complains about the procedure of the officers, Division 50 is responsible for initiating an investigation. If a crime is committed or a weapon is used, the matter is referred to the General Inspectorate of the Security Corps.
Control Department
On the initiative of the GIBS, the Prison Service made an organizational change to its own control bodies. The Prevention and Complaints Division was transferred directly to the direction of the Directorate General under the name of the Control Department. The inspection procedure differs from other control departments security corps with respect to the specifications for operation in prisons. However, the procedures for investigating the use of coercive means are similar. Most of these are relate to the accused. It is therefore necessary to determine whether or not it is a deliberate fabrication or a misuse of power.
