rising of the independent Czechoslovak republic after First World
War and other aspects of the end of the Habsburk governance.
For the Czech or more precisely Czechoslovak constitutional
history, is typical the relatively short time of its own development:
During this time, there were many interruptions and short periods
of its acceptance, when it was difficult to find out all its pros or
cons over a long-term period. However, the basis of modern Czech
policies was built in this time. At the start of this process, the idea
of constitutional ruling was promoted very hard. At the end, the
approach to democratic govern was more clear. The absolute power
of the monarch was steadily reduced but on the other hand the

independent juridicial force became more obvious. Even some
human rights were guaranteed. After some attempt to give back the
entire power to the hand of the monarch in the period of Bach’s
absolutism, there was a return to dividing the ruling power
